The English royal family you see now--Princes William, Harry, their father Charles, and Elizabeth II--are all descended from the German house of Hanover. I only learned this fact the past year, and I too was surprised that technical foreign nobility could be on the English throne. However, if you look back at some European history, rulers were constantly "exchanging" thrones. There have been French kings with rulership of Spain and Russian nobles running Poland.
To answer your question, Elizabeth II is not German. It’s almost how we view heritage in the United States. I’m descended from Irish and German families, but that doesn’t make me Irish and German, does it? No, I’m American. The Hanover family began ruling England in the early 1700s, so the reality of their lineage has been ignored/accepted over time. The Hanoverian dynasty was allowed to take over because of the Act of Settlement of 1701, so no one can really argue against it. The Act in a nutshell said that if the previous Stuart dynasty ran out of heirs, then George I, a Hanoverian, could come and take over England.
I wish I could tell you about Prince Philip, but sorry, I’m clueless there.

The Royal Family is largely of German ancestry. Coming down from King George I who it's said never learned English to George II who spoke only broken English, they were kings of Hanover.
They got the throne because of the line of session as there were no direct heirs after Queen Anne died, and the fact they were Protestant and Parliament didn't want a Catholic monarch.
Queen Victoria's father was a German and son of George III, another German King. Her mother was a German and she married a German, Prince Albert.
With Queen Victoria's marriage, the Royal Family's name then became Saxe-Coburg-Gotha for several generations.
Along came World War I with Germany and King George V ordered that the name be changed to Windsor and that British nobility renounce their German titles. Thus, several houses changed names including the Battenburgs which became the Mountbattens.
Prince Phillip, a Battenburg changed to Mountbatten, a prince of Greece but of Germany ancestry, had to renounce his claim to that throne and I believe give up his titles to marry the then Princess Elizabeth.
The Queen's father, King George VI created Phillip Duke of Edinburgh before the wedding. That's the connection to Scotland.
The late Queen Mother was Scotish, and the late Princess of Wales English, so you could argue that they are German, Scotch and English.

The present Queen does has German ancestry. Her direct line goes back through her father GeorgeVI to Victoria who was the last of the House of Hanover, a German principality, to sit on the throne. Victoria married her first cousin Prince Albert of Saxe Coburg, another German principality. Therefore, the Queen's Great Great Grandfather, Prince Albert was German as were the origins of her Great Great Grandmother Queen Victoria. Her Great Grandfather, Edward VII, married a Danish Princess, who became Queen Alexandra, so the Queen has Danish blood too. Her Grandfather, George V married May of Teck who became Queen Mary. She was another of German ancestry, so the Queen's father, George VI was of German and Danish descent. However, the Queen's mother, Elizabeth Bowes Lyon, was Scottish and born in Glamis Castle (The Queen was not born there herself, however her sister Margaret was) so I suppose the Queen is herself half Scottish, with the other half being very German/Danish dominated.
Prince Philip is the king of nowhere. He is the Queen's husband and that's it. He has no constitutional role apart from that. He is also from German family.
The reason why a German family became so important to the English or British throne goes back to the death of Queen Anne, the last of the Stewarts. She died without a successor, so the english nobles had to look back at the family tree to decide who was the rightful monarch. They didn't want the descendants of James II to inherit the throne, althought they had the strongest claim, as they were catholic, so they went back to a daughter of James I who had married the Elector of Hanover, a German Prince, many years before. It was the grandson (I think) of this daughter of King James who was offered the British Throne and became the first of the Hanoverian Kings, George I. He never spoke a word of English, hardly spent much time in this country and was known as 'Wee German Georgie'.

If you look at the family tree of the queen's ancestors, you can actually see that there are a number of European links - directly Danish and German to the queen, others by marriage.
Prince Philip is the son of Prince Andrew of Greece and is a member of the Danish royal household. George VI made him Duke of Edinburgh before he married princess Elizabeth.
Hope that explains it a bit more, I'm quite into family trees and had to do some of the royal ones with the children at school for history!!!!!

No the last Queen of England stopped being so when she became Queen of Great Britain in 1707. No to be German you have to hold Germany nationality. No British Monarch has been born in Germany since George II in 1683. The last German born consort was Prince Albert in 1819. Queen of the United Kingdom, Elizabeth II was born in the UK and is British.. her mother was born in the UK and is British, both her grandmothers was born in the UK and are British. Her father and both her grandfathers were born in the UK and hence are British. Her paternal great grandfather was born in the UK and is British although her great grandmother was foreign born but she was Danish.

If you do you will see that technically our Royalty is descended from German origins at this point...
Prince Philip has the title Duke of Edinburgh - he is not King of anything. Queen Elizabeth (II) rules alone with her 'Consort', Prince Philip who is actually Greek... Hope all this helps.

Prince Philip is of Greek origin so I've been told. The queen does have German blood but I don't really know how far back this was and who.
