it means, as said above, growing something 'In SITU'ation to grow without transplanting it.
Few plants/seedlings like being transplanted from pots to garden - you can get round this by planting in a small peat pot then when the seedling/plant is large enough, planting the entire thing in it's final growing place.
Doing it this way means you don't disturb the roots.
