It means that there is a drug dealer living near by. I used to live in Memphis, TN and sadly there were a lot of them strung up.

I've heard that it's a sign that something happened there. But that might just be a rumor. Maybe it's just kids being me to another kid.

Depending on where you live, it means a drug dealer lives/does business there. My adult kids tell me its true.
