my dog had 2 litters and my dad says that its nessesary to newter your pets by this month because the licence fee to regester your pet is going up 4 times higher.

Check with the SPCA. They have low cost spay/neuter clinics. i know of one in East Palo Alto (however that doesn't help you). Call your local SPCA and see what they say.

Stockton Shelter periodically does spay and neuters for cats and dogs for FREE. You can simply show up on the appropriate date(s) and have it done. I have the contact info and some free spay/neuter dates on my site. If interested please check it out:

Start with your local animal shelters...they usually have cheap and sometimes free spaying and neutering
