First you need a thesis statement. A good thesis would be that electric cars will benefit the environment.

Then you want to identify three points that back up your argument. Example: Electric cars do not have harmful emissions. For each point you need to peices of evidence to back it up.

You will also want to address the opposing argument.
What is the opossing argument, what is your response to it.

Outline should look like this:

I. Introduction:
A. Opening Sentance, something that catches attention
B. Why topic is important
C. Thesis
D. List of Main points

II. Point 1
A. Supporting Evidence 1
B. Supporting Evidence 2

III. Point 2
A. Supporting Evidence 1
B. Supporting Evidence 2

IV. Point 2
A. Supporting Evidence 1
B. Supporting Evidence 2

V. Opposing Argument
A. What the opposers think
i. one peice of evidence they use
ii. second peice of evidence they use
B. Your response
i. evidence 1 to back it up
ii. evidence 2 to back it up

VI: Conclusion
A. Restate main points
B. Restate thesis
C. End with why important

Start by thinking about what is your going say about elecric cars. You could start with a brife history of cars and how electric cars came to be invented, you could then explain what exaclty an elecrtic car is and how it works, then oyu could say what benifits an electric car could have for the enivronment. Then once you have your ideas of what you want to say set up start thinking of sub points. Smaller categories of things you'll talk about such as spesific details about car history, how it works, and benefits elecrical cars have. it should look a little like this.

Main Topic 1
subpoint a
subpoint b
subpoint c
Main Topic 2
subpoint a
subpoint b
subpoint c
Main Topic 3
subpoint a
subpoint b
subpoint c
