You have to have at least 2 valves per cylinder -- one intake and one exhaust. It's entirely possible to have more than 2, and 3 or 4 valves per cylinder are not unusual at all. Designing an engine with more valves improves the breathing ability of the engine and helps improve performance, fuel economy, or both.
