It usually stays the same on broadband but can change every time you dial up.

Static address are usually used when someone needs to run a webserver, ftp server, etc and need the address to remain the same. These have to be assigned by your ISP and they usually charge somewhat more for the assigned IP.

Dynamic addresses are automatically assigned as you connect. Most Cable, DSL, dialup providers use this method so they do not have to actively manage the IP "pool" that gets assigned. Most home routers also use DHCP dynamic addressing to supply addresses to the local network.

If you have a server in the local network you need to "assign" it (thus static) an IP so it doesn't move around when the system gets rebooted.
It doesn't matter whether it is a dial up or broadband account, what matters is how the ISP manages IP addressing.
