Hell yes!!!! Someone's gotta pick it up! It shouldn't be you, or some kid on his way to school tomorrow! If they show no interest though.....being the good samaritan that you seem to be, use a shovel to put it in a bin so some poor child doesn't end up with a horrible disease! It's not your job, but at least your conciense will be clear! Bravo you!!!!!!!!!!!!!!!!!!!
