Try the Mr. Clean Magic Eraser. It helped me LOADS in my last apartment. :) And ask at your local large hardware store, see if they have other cleaning products to try.

Don't scrub hard, you may scratch the paint more. Be gentle and persistant instead, take your time.

Touch up paint is very hard to get right -- the shade has to match exactly, or you've done more damage than the scuff marks in the first place! Most landlords expect to repaint the apartment -- are you sure a few scuffs will count against your deposit?

I second the the Mr. Clean Magic Eraser. Does wonders for most marks on paint.
