how do you use yugioh arsenal summoner?

I have a arsenal summoner card. how do use it's flip effect? face-up or face -down? FLIP: Add 1 card that includes "Guardian" in its name from your Deck to your hand. You cannot select "Celtic Guardian", "Winged Dragon, Guardian of the Fortress #1", "Winged Dragon, Guardian of the Fortress #2", "Guardian of the Labyrinth", or "The Reliable Guardian."

if its a flip effect monster... you have to set it face down in defense position.... then next turn.... you flip it up (unless your opponent attacks it in which it turns face up automatically)... then you use that flip effect...that is how flip effect works for any monster unless otherwise stated
