I'm trying to do the same thing, and I've heard the best way is to get her a K-1 Fiancee Visa and bring her here to get married. I don't know for sure about the price of a Fiancee Visa, but I've heard if you want it passed through rather quickly it might cost about 3-400 bucks. Since Philippinas are very family oriented it might be a good idea to have a wedding ceremony there for her family, and then get married "officially" on paper here. Whether you want to have two weddings is up to you, but that's what my plan is. Good luck to you!

You don't need a visa to visit the Philippines if you will be
staying for 21 days or less. If you are going to stay over 21
days, then you'll need to get a tourist visa from the nearest
Philippines consulate or embassy where ever you live.
The 21 days doesn't normally include the day you arrive
if you arrive late in the evening. Most officials within the
Philippines will mark the passport with the next day. My
flight always arrived there around 11pm in the evening.
If you are there for 21 days and decide to stay longer, you
can easily apply for a visa at the government office in Manila.
The best way to get your fiance here is with a K-1 Fiance
Visa. Tourist visas are seldom given to filipina citizens
visiting the U.S. Some countries offer tourist visas, so you'll
need to check with your own government about this first.
One of the posters mentioned that you need to know her for
at least 2 years, and this is not one of the requirements for
a U.S. citizen. You are required to show documentation
that their is a relationship between the two of you, in the
form of letters, e-mails, photos, etc. I don't believe that
their is any set time table for how long you must know her.
If you are from the United States, you are required to meet
her in person, and you must have somepictures and
other documentation that shows that you have physically
met her in person. The K1 Fiance Visa process can be
done on your own, but you will have expenses for her to
visit the government offices, paying fees for documents,
etc.. Most of the costs end up being for you to get her
to where she needs to go. Prepare all of the documents,
etc.. before you go visit her, so that you both can fill out
everything together, and you can submit them when you
arrive home.. if you plan to apply for her Fiance Visa quickly.

Your question has 2 parts to it. As to the first part about americans needing visa's to go to other countries the answer is generally no for visits of less that 21 days. That is not true of every country but it is true for most tourist countries like the Philippines.
The second part of your question deals with bringing your g/f to the USA. You have 2 options for this. You go over there and marry her in the Philippines and get a spouse visa to bring her over or you can apply for a fiance visa and bring her here to marry in the US. The right one for you depends on your circumstances. You can get alot of information about both types of visa's on the site I have linked below.

Have her come here on a visitor or vacation visa, and marry during that time. Go through all the correct channels concerning her and your marriage, it will make things go quicker and smoother than if you tried to cheat the system. It will take a while, but just hang in there.
