If you go to http://www.dakotawebhosting.com you can get a domain for $1.99 when you get hosting which is like $4 a month. They also have a package called website tonight that helps you build a site if you're not familiar with design.

yahoo hosting is cheap. less than $10 per month. They give you WYSIWYG tools to use in building the site with hundreds of pre-made templates.

Thats a good idea. and its no problem whats u have previous experience.
for it you need only register a domain name like www.restaurant-name.com, and a web hosting, you can take it from a web hosting service provider like http://www.urlstate.com.
then you can download free web template from internet. and just put your contant on that web site.
and then upload these template pages on web server by using "FileZilla".
now your website is complete with easy way.

godaddy have good reputation. Dont look for the cheapest this is a business site and need to be good, remember you never got more than you pay for.
