A leap year is a year in which February has 29 instead of 28 days. So it has 366 days instead of the usual 365 days. Leap years are necessary because it takes the earth not exactly 365 days to surround the sun, but about 365,25 days. So every fourth year is a leap year, but there are exeptions to that rule: 2100, 2200 and 2300 won't be leap years, although these numbers can be divided by four, as it must be possible for all leap years. 2008 will therefore be the next one.

Leap year is the special year where it occurs once in every 4 years... Usually a year has about 365 days but leap year has 366 days. An extra day is added to the shortest month of the year i.e February month. Leap year has been first introduced by Julius Ceasar, from Roman general about 2000 years ago... He had introduced the formula to find the leap year, when the number is divided by 4.. But later, it has been developed to many procedures to find the leap year.....
There is an interesting calculation in finding the year whether it is leap year or not with four simple steps...

February 29, also known as leap day or leap year day, is a date added to most years that are divisible by 4, such as 2008, 2012, 2016, 2020, and 2024. A leap day is added in various solar calendars (calendars based on the Earth's rotation around the Sun), including the Gregorian calendar standard in most of the world. Lunisolar calendars (calendars based on the rotation of the Moon) instead add a leap or intercalary month

every 4 years, a day is added to february. Because in a year, there is 365, I am not really sure about that, with a 1/4, or something like that.
