They both have the same mass (1 pound)

but if you put them on scales, pound of pennies would be heavier

the reason - archimedus law: pound of feathers has larger volume, thus displaces more air. The weight would then actually be

Weight in Vacuum - Weight of displaced air

They both weigh the same...a pound is a poound no matter what is being weighed

They are both the same weight. Which one would you rather sleep on is a different story though.
