In my school system we have organized meeting. This year it was No Child Left Behind, BBSST(Building Based Support System Team) meetings. State Reading Assessment etc.

During professional development days, we attend workshops on areas that the district feels we need to address. It might be creating a positive atmosphere in the classroom, or it might be analyzing last year's test data to determine the weaknesses of our students and developing a plan to correct those problems this year. (In Texas we have to have a certain number of hours of continuing education to renew our teacher certification, and professional development days count toward those hours).

During teacher work days, we get time to work on our classrooms, lesson plans, department meetings, etc. Basically those days are for doing all the things you don't have time to do during a normal school day.

In my district the BOE sets 3-4 goals for the entire district to accomplish (closing the achievement gap for ex.) Our staff development days are very closely tied to strategies for meeting the goals of each school year.
