I think that good make up is an essential thing for a women. Avoid using any poor brands as it can effect ur skin or maybe your lips. I suppose you are young ...so you can go for loreal because they have nice girls stuff. If you have seen cargos make up that is also very good specially the gloss. And yea you are young so do go for RED EARTH eye shadows, they have amazing colors and can surely work on any eyes. Do get their eye pencils and their face clusher as well. If you are conscious about ur skin go for cliniques skin care products.

target has really inexpensive makeup its cheaper for that kind of stuff than, like, Kroger. Get mascara and eyeliner/eyeshadow. Because u said u never owned makeup except for kid stuff im gonna assume ur a teenager, if thats ok with u. So, u dont really need blush, and only get foundation if u have really uneven skin or are really selfconcious about ur skin. maybe get concealer if u hav undereye circles.

Okay. As to where, try stores like CVS, Rite Aid, Walgreens and other stores like this. They usually have "fair" prices. Don't go rushing to a department store to buy your first cosmetics--not wise. If you pick something you don't like, you're stuck with it anyway after you spent a small fortune on it. Now, as to what to buy, let's see. . . Well, what's your skin tone, you have to take that into consideration 'cause you need makeup that's going to compliment your skin tone. Then you have to decide what you want to jazz up on your face. Eyes? Get nice, fresh bright colors of eyeshadow that fit the season--like pastels for spring. You don't need foundation if you don't want it, but you might want a soft, subtle blush to bring you out.

Cover girl is inexpensive and good. Or, for starters you can get some makeup at the dollar store, then you can practice with it without spending a lot of money.

I would suggest the mineral makeup thats recently came out in the market. Its very light, has good coverage, a little goes a long way too. You can find some for more or less $10 for a foundation. Goodluck!

Hey there
I recommend an expensive base like Mac's Paint in Stilife or Bare Canvas. And then use NYX shadows. They will adhere better to the pigmented base :)

A good makeup place is Claire's or JCPenney...
Macy's and Dillard's is pretty OK too, you just have to look for it yourself!
And it's mostly cheap and they DO have sales from time to time, have fun putting on makeup--NOT TOO MUCH!
=)
