..and even if the ligasments will never heal completely (100%), how close might they get - 95%? 99%?

it is hard to make that call, whether if it's going to be "93-95%". there are many factors in how your shoulder recovers. first of all, are there any injuries associated with your dislocation? it is not uncommon to injure the soft tissue (labrum, capsule, etc) or the bone (humeral head, glenoid) when the shoulder pops out. if such an injury occurred, you may need surgery to re-establish stability of the shoulder joint (ie so it doesn't feel like it is going to pop out every time you move it). another huge factor is your age, the younger the person the more likely to have another episode of dislocation.
if you don't have any injuries that would require surgery, then you'll probably just need a lot of physical therapy, to get all your motion back and to strengthen all the tendons/muscles around the shoulder to provide stability. even so, you may still have problems, like recurrent dislocations, or inability to do certain things especially crazy gymnastics.

it never actually heals. Once you stretch the ligaments they never completely go back to the way the were. but it depends on how good of shape your shoulder is in. it can take anywhere from a week to 5 weeks
