This is a damn good question.

First of all I would have a law passed that would make any form of graft or corruption illegal and any individual or company director caught in the act would be imprisoned and have their assets confiscated. These assets would then be put into "a pork barrel" to help the needy and also used to implement my other actions.
I would form a secret task force (with an agenda similar to XXX) to obtain evidence on corruption.

I would make insurance companies accountable to uphold their policies.

I would ensure that everyone paid their fair share in taxes.

I would increase and enforce fines for people/companies caught polluting. With repeat offenders forced to clean up waterways.

I would utilise low risk prisoners in community clean up tasks.

I would implement a low cost public housing scheme.

I would implement a health and medical insurance scheme.

Implement heavy jail sentences for illegal loggers.

Subsidise the tourist industry.

Relax laws for foreign investment

Of course these would take more than 100 days to implement but at least the wheels would start to turn.

It's not really that easy to become a President.
In our country, the President is considered the holder of most powerful position. In Vietnam, their Premier is the holder of the highest job of the land.
Going to your question, as president, I will decentralize national government powers to the local officials. When calamities strike, people don't have to call my name for appropriate action. The local officials should take charge in their jurisdiction. Second, philippine elections should be computerized. The longer the election results come out, the stronger the urge of the candidates to cheat. Thirdly, create jobs by investing in infrastructures. road networks, terminals, lrt/mrt, farm irrigations, farm highways. Fourth, strengthen the justice system. Special courts to be created to hear special cases, hire more prosecutors and judges. Fifth, solicit the cooperation of the legislative and judiciary without their curtailment of their powers to check. Lastly, I will ask the people to help me build this nation strong.

I would cancel the 12% E-VAT. I would increase the taxes on cigarettes to 20 peso a pack, then I would tax alcohol at 100 peso a liter. Then ALL smoke belching vehicles would be impounded , immediately .Next I would make all high schools academic as well as trade schools, and give the students a choice of what course they wished to pursue during their 3rd year.

Then I would set up a TRUTH COMMISION, to investigate ALL previous government employees.Capital punishment would be handled the way the chinese do it, and the legal system would be revamp to ensure swifter and more timely justice

I will tell all the agencies to submit within 20 days their financial statements and cash on hand and in bank.
Then I will visit the different agencies, especially the Customs and BIR and the government owned and controlled corporations. I will meet them to submit their reports and discuss the reports with them.
Then on the 2nd week of my duty, I will start going from Luzon to Mindanao and see the conditions of the people, especially the poor ones. Give them means of livelihood and instruct the local officials to attend to them and I will see to it that they truly attend to the people's needs.

Day 1-3: Meet with successful entrepreneurs and gather their ideas on how to improve the nation financially. Reason: the greater the finances of the nation, the more projects that can be accomplished.

Day 4-6: Meet with youth leaders who had made a positive impact to the community. Get their viewpoint on what the youth needs, and wants. Reason: the youth will be the future heirs of the nation.

Day 7-10: Meet with the community leaders - those that voluntarily share their time with the people; formulate plans of action on how to implement the collected data.

Day 11-100: Implement, implement, implement. Make the people selected to serve the nation accessible to the public. Include as much of the population as possible, that will make them more responsible to the nation, to others, to themselves.

That's too mind-boggling! LOL!
Politics is too dirty & nerve racking for me!
oh well... I think 100 days won't be enough on cleaning up such a big mess like the politics in the Phils. but maybe I will start on giving an ultimatum for those dirty politicians to clean up their own mess then I'll deal with them later while I busy myself cleaning up the small mess... like implementing harsher punishment to those who will be caught & guilty for being an ignorant of the law and maybe improve the education, health programs & local job employments.
Aaaarrrgggghhhh! enough of this politics! It's making my nose bleed already! LOL! (--,)
