My sister wants to give a 30 day notice to her owner "now" for april 1st, does she still have to pay rent in april?

Yes. She still owes for April.

A thirty day notice that she is vacating the premises would be for moving out April 26, not April 1. Also, she needs to look at her lease/rental agreement to see if she is terminating early. She may owe more than she thinks unless her lease is ending at the end of April to start with...

If your sister is renting, she needs to look back @ her rental agreement to see how much notice is necessary. If she is on a month to month lease, then 30 days should be sufficient. If she is on like a one year lease or something, she will be responsible for rent up to the end of her lease term (unless she pays a fee to break the lease). Best thing is to refer to her rental agreement & read that 1st. However, the standard rule for rental properties is that you pay a month in advance for living in the place, so her march 1st rent is for the month of march, not february. So, if she is out by before April 1 then she should be okay as long as there is no conflicts in the lease.

Did you mean May 1st? April 1st is like the end of next week, how can she give 30 days when there is not even 30 days until april?

Yes, the renter would be liable for April's rent. If your sister is giving notice due to the tenant not paying, it may be hard to collect, but the renter is responsible for paying while she was occupying the address. This is of course assuming that she has a written rental agreement.
