It is a wireless network card, you can use to make a computer without a wireless network card talk to the router. Connect to the usb port and windows should end up with installing a network card. The router should have some documentation on how to best install it. Some require you to install software before plugging in, some want you to plug in first. So check the manual, or failing that, what router are you using?
