Gun is a must have action game, like GTA in the Wild West!
Other favorites of mine are:
Blood Rayne (Horror/Action)
Ghost Hunter (Horror/Action)
Army Of Darkness (Horror/Action and based on the Evil Dead movies)
Doom (any of them and the first game to put me on edge playing at night!!)

Red Faction I enjoy very much! It has great destructible environments and for the year it came out it holds up quite well. Very cheap now as well.
Clock Tower 3 is a great horror game to play. Has many times where you are nervous to walk in the other room. Very enjoyable and scary.
Fatal Frame 2 is another grand horror game. Supposedly the "most scariest" game ever made to date.
Black is a excellent FPS that has a lot of action and, well, you shoot a lot of shyt up. Short and no multiplayer, but this and all the other games mentioned are very cheap now. Especially if you look on http://www.amazon.com

I know its not PS2 - But Silent HIll (the first one) for PS1 was REALLY scary - Play it alone at night in a pitch black room - Or resident evil too

Resident Evil 4 will scare the sh__ out of you if you play it with all the lights out and nothing but the game on.....did it one night and almost died just because the phone rang. If you want a good shooter Black is by far the best to get.

Resident evil code name veronica is a really good game and you will be able to get it cheap 2nd hand. Silent hill series are also good. Survival horror.
