Is there an unwritten rule that states you must begin every Y/A question with "OK, so"?

Please read my question again, I did not say "All" tweens & teens. I was asking the ones that use this phrase to begin a question.

No-some people just think it sounds good(like me sometimes)...or its just a habit...

This is rather rude. Not all of us do it. Some of us are literate and it's unfair of you to make such a generalization.
The people who do it do it for emphasis, I suppose.
Edit: This question is stupid, and you need to go get a life so you can stop putting those you find inferior to you down.
