Download speed all depend on the speed of your Internet, nothing can be downloaded to improve that. You'll have to call your ISP and see if there is a faster package available to you, but that will up your Internet price you are paying now.

What internet services do you have?
If you have dialup, ditch it FAST and get DSL or cable.
If your computer itself is running slow, check the RAM.
Go to start then run. Type in msconfig then go to startup. Check the box to hide all microsoft services, then disable all. Restart the computer and try again. If you have issues, go back to msconfig and UNHIDE all the crap.
