I'm not sure about that...I think it is Roger Clemens with 20 K's...
But at my high school there was once a kid who struck out 27 batters, I believe, in a 10 inning game. It was only a 7 inning baseball game, but it went into extras...

You might not be able to verify this anywhere, but Brett Gray, pitching for the Frontier Independant League struck out 25 batters on June 3, 2000 in London, Ontario Canada. I was there and it was sweet. (The Frontier League is/was an independant baseball league, meaning it's teams are not affiliated with a major league organization, but it is considered professional baseball.)
