Depends. Nowadays, you don't need to vent the cavity. You normally vent the area under the ground floor so you would need to make a hole in both inner and outer leaf, fit a sleeve between them and DPC above the vent. Not an easy task.

Why would you want to vent the cavity? You would just make the cavity colder and costlier to heat the property. Central heating and window vents should be sufficient nowadays.

if its on the bottom florr its quite easy. you can buy plastic and masonary air bricks that are the same size as bricks, so you just cut a brick out on the outside and cement the air brick in . its harder to do the inside though. what you could do is drill a load of holes and cover it with a flat vent. same goes if its on the upstairs but obviously more difficult as your working of a ladder. good luck.
