As the tank is directly exposed to the atmosphere through a 10 m long and 150mm bore pipe, slowly the oxygen available in the air will get dissolved in the water and it will take some time to reach the equilibrium.
Therefore, oxygen will diffuse into the deoxygenated water.

When exposed for a time, the water will reabsorb oxygen until equilibrium is reached. The more surface area, the greater the absorption rate.
