i go toward the green arrow in the guys house where the journal is, but its not where the green arrow points. what is wrong.

when i go to where the green arrow leads me, there is no jounal in the desk. the thing is, there isn't a notification that she has gotten it, and when i go back the guy asks me if im confused.

You were in a race to see who could bring the journal back the fastest and it seems the Female Elf, Methredhel, had gotten there before you. All you have to do is go to her house, Waterfront Dist. and I found her sleeping so I just pick pocketed her and took the journal from her and went to Armand. If you don't either have sneak skill high or can't steal from her without her knowing, you can wait a few days and get a new quest.

that girl got it before you. You need to go back to whats his name and he will give you another mission to join.
If nothing else go back to save at start of mission and start over to see what happens, you should be able to beat her now that you know where it is. Make sure you have all the bug patches too.

Methredyl (or that elf girl thing) has got it before you, go to her house which is next to where the meeting was and steel it back.
