1)-This question about the arrangement of cells into a battery is tricky - do you want a battery that is CAPABLE of supplying the most current (cells in parallel allow a greater capacity to deliver current) or do you want the arrangement that will result in the greatest current draw into a given fixed load (series connected cells create higher voltage, which results in more current flowing through a given resistance, see Ohm's law.) The question probably meant the latter, but if there is more information on what the instructor expects here, it would help.

2)-Parallel connected cells would result in the greatest battery longevity (assuming the same given fixed load.)

3)-The question about the inner workings of a cell must have to do with the chemistry of the cell. What kind of cell is it? Not enough info to answer. The size of the cell itself does indeed affect the current it can deliver, but the question referred to the voltage, which is related to the actual chemistry.

4)-Fuel cells (are we talking hydrogen fuel cells?) are similar to battery cells. Hydrogen is separated from water using electricity, then the fuel cell turns the hydrogen back into water and electricity. This is a reversible chemical process, just like a battery cell. Most battery cells, however, are much more efficient than this hydrogen process, since losses occur both from electrolysis, and in the fuel cell itself. The efficiency of this entire process is well under 50%. Batteries can approach 90% efficiency.

The only advantage a hydrogen fuel cell has over a conventional battery has to do with rapid fueling using hydrogen, as opposed to slower charging of batteries. However, new battery research is now giving us batteries that can charge in a few minutes, so even this hydrogen advantage is evaporating.
