Nothing will happen. A penis is just a sponge, just like your clitoris and nipples. If there is enough restriction, he just won't be able to have an erection since there won't be room for his penis to expand so blood can't enter the spongy tissue in the first place. You can squeeze the blood back out of an erect penis, too. Sorry, it won't pop like a balloon, it'll just get soft until you let go.
