Purpose of dephosphorylating a DNA backbone?

Using a phosphatase chops off terminal phosphate groups from a DNA strand which are then unable to join up again (ligate).
Technique is used to isolate specific strands after using a restriction enzyme, for example. Or to prevent plasmids re-circularising.
