Not necessarily who you think is the best technically, but who is your favorite ( for you it might be the same guitarist ).
Consider not only technical prowess, but also tastefulness, heart and feeling.

One of my favs is David Gilmour. Even though I know he is not a technical giant. I love the feeling he conveys on the fretboard.
He can say a lot with just a few notes.

It is a toss-up between Jimi Hendrix and Andres Segovia (although you cannot sell short Django Reinhart)

Gilmour is great. Another underrated guitar player like that would be Prince.
My list?

1. Jimi Hendrix- had both the soul and the technical ability
2. Jimmy Page- I just love Led Zep
3. Eddie Hazell- lesser known-he played for George Clinton's
Funkadelic
4. John Frusciante- Chili Peppers' second and now current guitar player
5. Stevie Ray Vaughn- I saw him live about 4 months before he died- I still get chills thinking about his rendition of "Voodoo Chile"

Larry Coryell. Heard him years ago in a solo concert in a little club and he was simply amazing. None of the albums I've heard of him come close to hearing him in person, though.

Speaking of technical vs heart and feeling --- heard Santana many years ago and Al Dimeola opened for him. Between the two acts they played together for a bit trading off back and forth and it was quite a contrast. Dimeola (probably about 22 at the time) was all wildly fast technical stuff and then Carlos would come in and just WAIL on a single note that moved and cried and was so much more intense than all the notes that Dimeola could throw together.

Even thou I'm not a big Pink Floyd fan, I do like David Gilmour's style.
My favorite guitarist is Brian May from Queen.
I also like Kirk Hammett from Metallica and Slash from Velvet Revolver.
But there are so many more!!
Steve Vai, Joe Satriani and Yngwie Malmsteen are also great virtuosos!
