It depends on the language, because we basically "translate" the arabic pronounciation. In french we write "Al Qaïda", whereas the american and english people write "Al Quaeda". It's the same for "Ben Laden" that you call "Bin Laden", and for example "Christophe Colomb ", called "Cristobal Colon" in spanish etc...

There is not yet any correct way of spelling it in English because the original spelling is in Arabic, using a different alphabet.
