1470 enables caller line identification. So, even if your phone service is setup so that you don't normally send your number to the recipient when you make a call, if you put 1470 before dialling, the recipient WILL see your number.

In other words, your ISP is ensuring that your number will be visible to it when you dial up to their service.

The ISP number is usually a telephone number. Call the Tech Support number of your Service Provider and ask for it or go to their webpage and look. Have fun but be safe!

the number 1470 is used in dial up for a phone line that is ex-directory(not in the phone book)
its also used to get a outside line in setting up a dial up account

Depending on the format of the phone number my first guess would be that is the area code
