"Every Body Wants To Rule The World" for two reasons:
1. Because it has this line in it: "All for freedom and for pleasure, nothing ever lasts forever". This to me is perfect. It says everything about want, desires and the fallacy of the material world.
2. Because of the guitar solo in the middle. Roland Orzabal is a veryu underated guitarist.

definitely Shout. Everybody Wants to Rule the World has too much of a poppy feel to it. Shout is almost an epic ballad.

Although both songs are great, everybody wants to rule the world was about everybody wanting power and about the pain caused by warfare. Everybody wants to rule the world has my vote.
