Yes, DVD's in different parts of the world are coded differently, ostensibly to protect the licensing and distribution of the movies in different marketing territories.
The Codes are (I believe)....
1: USA & Canada
2: Primarily Europe, also Japan and South Africa I believe
3: South-East Asia
4: Australia, New Zealand, Latin America
5: Eastern Europe, India and Africa
6: China
There are also codes 7 & 8 which are held for special uses - as well as 0 (any region).
Also, there are issues over the kind of TV signal. The UK uses PAL whilst the US uses NTSC - which means to view the picture properly, you need a TV can than also show the two, different broadcast types (as well as a multi-region DVD player).
If you're unsure over whether your DVD player can play multi-region material take a look at the back, next to all the sockets. There will be a small picture of a globe with a number set in the middle, this is your region number. Multi-region machines were common in the UK a couple of years ago but seem to have been phased back - although that said it seems some of the portable players are automatically set at Multi region.
Also, if you use a PS2 for DVD playback, there is a disk you can buy that will allow you to view without region restrictions, however you still need an NTSC compatible Television (Check your manual).

Its True so if your buying off ebay be careful lcuase not all dvd's are readers of region 1 and 2
we America (North and South) are region 1
over seas is region 2
so if on a trip or buying of ebay make sure your DVD player is multi-region
philips toshiba and pioneer are multi-regions DVD player
so you might wanna check the website of your dvd company make sure they take all regions before buying off ebay or online auctions or even buying dvd's when on a trip
have a good day hopefully this helps

UK uses the PAL system, USA uses NTSC, PLUS the region codes are USA 1 and UK 2.
But you can play them all on computers.
You can buy DVD players that are region less and will convert from NTSC to PAL and in reverse.
I bought one by Lasonic DVB-8092 for about $80.00

That is true. I believe it has something to do with the RPMS(revolutions per minute). Thats the number of times the disc spins in the player per minute. The disc has to spin a certain amount of times per minute for it to work
