It's not what you say to a person it's HOW you say it. Be totally honest about how you feel. They may not like it, but they will have to respect you.
Example: I really think you're a nice person, but I don't have those kinds of fellings for you. I care about your feelings and don't want to hurt you.

Tell him that whilst you are flattered that he shows you so much attention, you would appreciate it if he gave you some space, as he is making you feel suffocated. He may be hurt, but hey, he needs to realise that he can't treat you this way, as it's hurting you! If he refuses to back off, just start ignoring him and he'll soon get the message. At the end of the day, do you really care if you hurt him? He deserves to be told, as he's obviously making you miserable.
If you want to be a bit kinder, then just tell him frankly, that you don't appreciate his attentions, and have a boyfriend who is getting p'd off that some bloke is always on his girlfriend's case. (even if u don't)

just take him to one side and tell him straight, or write him a letter, telling him your not interested in him that way.
