I believe it's a signal to the person working the register that the paper roll is about to run out. Back in the 70s when I was a bank teller that's the way it was done. It appears that, even with all of today's modern technological advances, the pink stripe is still the most efficient way to let someone know they need to put a new roll of paper in the machine.
