Tomatoes love warm soil and HATE cold soil. So, don't start them, outdoors, until the soil is nice and warm to a depth of, at least, four inches. If you want to start them indoors, buy some peat pots, (little pots made of peat moss), and put some good potting soil in each of them. Take the tomato seeds and wrap them in wet paper towel, place them on top of your hot water heater, and check them daily. As soon as they begin to sprout, plant them into the peat pots, about 1/4 " deep. Water occasionally and keep under a grow light or in a south window. You can move them outside after the ground warms. Just dig a hole, gently tear off the very bottom of the peat pot, set the pot in the hole, and surround with soil.

I always put a cage around mine to keep the vines and fruit up off of the wet mud. Plant them far enough apart that sun can get to all sides of the plants and you can pick the fruit easily. This also allows the wind to dry off the dew and rain. IF you get a late frost; cover the plants with plastic or old bed sheets. If you are surprised by the frost, spray the plants off with your garden hose BEFORE the sun melts the frost. Most of the damage is done as the frost melts. Remember when planting that they will be LARGE tomato plants eventually. Don't over water them, or they will get blossom end rot.

plant seeds in small pots and place in propagator on a windowsill. After a few days seeds will germinate. Open vents. When lager, about 2ins high remove propagator cover. Do NOT overwater. Pinch out side shoots at all stages of growth. Place outside on warm days and gradually aclimatise seedlings to cooler conditions before planting out permanently.

I started mine out indoors and just planted the seedlings out in the garden this weekend.. It depends what "zone" or "region " your in as to when you plant outside.. As for the "drop the seeds in the soil" I am not sure of.. I don't see why you can't start them off in a sunny place indoors.. Then plant the little plants for more success..
