Window air conditioner-yes. Central air unit-no, it will need to be filled by a licensed heating/cooling contractor.

Window air conditioners are considered to be "packaged units" & are ready to use. Contrary to popular belief, almost all central units come "precharged". The freon is held inside the compressor & condensor coils by shut-off service valves. The factory charge may have to be adjusted according to length of line-set to cooling coil.

It certainly should! (Unless it is for central air, and needs pipes between two units), If it didn't, I'd scream at the store that sold it! HOWEVER, once you have it in place, (let's assume a window), it should be left to sit for 24 hours before turning on the first time, to allow air bubbles to get out of the capillary tubes.

if it's a window unit, then yes just plug it in and go. for central air units, then no it has to be added after all the connections are made.

If it's a window or room AC unit then yes it is. If it's a central AC unit then it won't be, because lines need to be hooked to it from the 'A' coil in your plenum.
