Lots of small towns are this way not just in Arkansas , but Take Batesville Arkansas for an example. From the outside the town seems to be a growing thriving community with lots of opportunity but when you get down to the real of the matters the only jobs there are minimum wage jobs for the blue collar worker , other than the chicken plants who pay barely above that , You have the same group of familys in charge of the city government that have been for years , they dont want ppl comeing in making money then they wont be the fattest cat in town

Don't know the specifics of what you're talking about, but sounds like good old politics USA.
1. 99.99% of lawyers are corrupt.
2. 100% of politicians are corrupt.
3. Anyone worth voting for isn't in the race.
