because he is usually surrounded by enemies and he can't talk in a normal voice. Imagine being down in the Russian embassy basement and just chit chatting away. He has to whisper. He doesn't want anyone eavesdropping, you'll notice that he speaks normally when he gets back to CTU.

I don't know, I always wondered that myself. I just think it sounds like a whisper because he's screaming at terrorists and CTU half the time!

Because it makes the scene more intense and its just sexy! haha, Also in some situations he's trying to hide out so he doesn't want to draw attention to himself
