The tool bar is also a different color, I have tried right clickingproperties from my desk to and went to apperance and tried to change them back with no luck.

You changed your theme, right click on your desktop and select "Properties" from the context menu. Go to the "Themes" tab and select the Windows XP Default (may just be listed as Blue).
If you don't want to reset everything, go to the "Appearance" tab instead of the "Themes" tab and change the "Color Scheme" to "Default (Blue)"

Go into control panel and task bar and start menu.
