You can use a product called Armour Etch Bath. You submerge the vase in the 'bath' and it frosts the inside and the outside of the vase at the same time. It is available at http://www.etchworld.com/cat-Etch+Bath-Etch+Bath. I think a better frozen look would be accomplished by using Gallery Glass Window Color in the frosted crackle It's available in your craft store in the glass paint section. There is also a glass ' frost' spray paint in the craft stores.

Craft stores sell kits to make frosted glass that are easy to use and reasonably priced. Etching cream would work, but it would be difficult to get an even result--some areas would be darker or lighter than others. You'd be better off buying one of the kits, I think.

it depends on if you are looking for a frosted or frozen look. I think of frosted as a uniform color. Frozen looks more like an ice cube with clear and frosted spots. If you are looking for the ice cube look use etching cream and some crumpled plastic wrap.

Hydrofluoric acid is usually used to etch glass. I don't know what "etching cream" is normally used for.
