If you want top quality for a good price I would say to use CoverGirl Lash Exact. It is only about $6.00 and it works great. It make you eyelashes long, but keeps them separated and soft looking, so you don't look like you have clumps. I am not sure if they have a waterproof version of it, but I would not recommend waterproof because it make it really hard to take it off your eyelashes when you wash your face and you will see your beautiful eyelashes get thinner and thinner as time goes on. They do come in very black, black, brown, and some other interesting colors that are fun to try.

Rimmel Lycra Lash Extender. Gives you 60% more length and 50%more curve. I love this mascara, it's the best I have ever tried, and I have tried hundreds. The price is reasonable too. It runs between $5 and $7. Check your local paper on Sundays though, they run coupons for a $1 off any Rimmel product, about once a month.

I tend to find that No7 is really good and has different types of Mascara, it's not overly expensive but is rub-resistant and doesn't leave those horrible flaky bits of mascara under you eyes when you rub them. It also doesn't run if you cry or if it rains lightly and that's not even waterproof. Having never tried the waterproof version, I don't know what it's like but I'd imagine it's even better but I think it's a bit more expensive. It depends really on how water-proof you want it to be. Brands such as Clinique, Lancome, Yves Saint Laurent are really good brands but I wouldn't say they're any better than No7, they don't last as long and they're really expensive too!
Good luck!

ive tried maxfactor, loreal and borjous (sorry i might have spelt that wrong) and i find that they are good for a few weeks then get really clumpy. i think that clinique and the body shop are best. they make out like all mascara is dramaticly different, its not, look at the ingrediants from different brands, SIMILAR RIGHT?! for the most part, they just come with different brushes, and a slightly different consistancy.
my tip is....dont buy 1s with fancy brushes with combs and stuff, by 1s with a normal brush shape, but the fatter and hairyer the brush the better. they just apply the mascara best
AND
dont get one which is a really thick liquid, whe you take out the brush, there shouldnt be a blob of the liquid at the bottom, it should be evenly distributed, and you shouldnt need yo scrape excess off at the top. mascara like this wont get clumpy.

Covergirl Lash Exact is my new favorite mascara for everyday wear, for evening Maybelline XXL is pretty good. But if you really want to look dramatic, try some fake eyelashes, they really make a huge difference and a good set looks totally natural.

Hi
I know in most of the replies people have said to use the more pricey makes like mac, clinque etc...
However id like to say ive tried these brands I even tried a YSL mascara which cost loads and none of them have been as good as this one ive found thats way cheaper!!
I think 'L'oreal - voluminous x5' mascara is the best! They do a x4 version too which is good but for even longer lashes go with the x5 version. Its not cheap but its not pricey either so its a happy medium but with me id spend anything for good lashes and I think this is the best 1 by far!

Mavala: it's waterproof
"From Switzerland, a protein enriched formula protects and cares for the lashes, enhancing their natural appearance, thickens and lengthens lashes, keeping them soft and silky."
Max Factor is a cheaper one though, also waterproof and smudgeproof.
