What could be the cause of a Russian Tortise running around acting "hyper"? Anyone have any thoughts?

Tank temps too hgh or low, humidity too high or low, lighting too bright or hot, bugs/mites in the substrate, looking for food, smelling or feeling vibrations that excite or agitate it, drive to mate, drive to go outside for grazing, cage too small, glass walls on cage confusing it...

Check the care pages at http://www.russiantortoise.org or http://www.tortoisetrust.com.uk for other ideas.

Spring makes everybody more hyper :-) change in daylight, or temperature is telling him is mating season.

More than likely, he's just board. If you have him in a glass tank, he's seeing his reflection.
