Can video evidence that proves the guilt of someone who has committed a serious crime(Including murder)be released to the press/media and the public before that person has stood trail?

You have not made your question not very clear. Are you saying the person has been caught and you wish the video evidence to be put in the public domain? Then the answer is categorically: NO.

However if the suspect has not been caught, then the video can be released.

That depends on the jurisdiction where it occurs & who is releasing it; & whether someone has obtained a court order prohibiting its publication. In general, in the US, if a private person has recorded such info, it is fair game.

I imagine it depends on the specific crime and if it is a state or federal jurisdiction. My initial guess would be no since it could cause a mistrial.

But now I'm dying to know what you have caught on tape!! :)

I would tend to think that it could be released. But, once it is publicized it will be more difficult to seat an unbiased jury.
