I am running windows xp, and after going through the boot up, I enter my password etc. but I only get my background and no desktop. I have tried opening it with task manager, safe mode, etc. but nothing. I am trying to use system restore but haven't been able to access it yet. Anyone have a idea?

You have an OS problem, if you can start in safe mode run error checking, if you cannot you need to put the windows disk back in to your PC and repair the OS.

Just reset your pc and immediately press & release the F8 many times until it enters another screen, then choose the safe mode menu and after logging in it will ask you if you want to restore your pc...

"Professionals" say that you should have a clean reinstall of Windows about once every 6 mos. (that's why I'm switching to Mac). If you have your restore disks, now's the time to break them out.

Restore disks typically wipe your hard drive, though, so if there's data you'd like to keep that you haven't regularly backed up, you might have to go to a "professional" to back up your hard drive contents.
