moister to the face. eyelids are one of the dryest areas on our faces b/c there are no oil glands on them. therefore you need to use a moisterizer on them. also try using creamy eyeshadows, or when using powder eyeshadow add extra face moisterizer to your lids.

no idea, but you can get that shine by smearing just a little vaseline/lip balm on your eyelids. also, when you moisturise, don't neglect your eyelids! smear a little bit of cream on each eyelid (your usual face moisturiser will do just fine), just make sure you don't press to hard. a great trick is to mix just a tiny bit of shimmery gold dust/powder with your moisturiser and apply that on your eyelids. baby oil also helps keep them soft, fresh and smooth - just remember, less is more, don't overdo it!

Moisturizing is the base to all great skin. Also try a base before applying you eyeshadow such as MAC paint, or even a cream eyeshadow by itself or under your eyeshadow. Both of these help your eyeshadow stay in place and give you that shine your looking for.

Depends on the makeup and skin type. I have to put a lot of lotion on my eyelids so they don't look dried out.
