2 Scenarios you have - Bios password or Windows...
If its the bios password - which im assuming it is since you mentioned the battery...Look for a "jumper" plug and plug it in every possible way you can...Search yahoo for bios jumper if you have any questions about this
Here is a pic of a jumper - Usually they are next to the bios batteries:

Make sure you put it back the way it was originally - This will clear a bios password - the battery trick doesnt always work.
If its a windows password try this:
Boot the computer in safe mode by tapping F8 every second or so as soon as you turn the machine on Choose safe mode from the list and hit enter. If your using Windows home addition the Administrator account will be one of the accounts you can og onto. IF the person did not put a password on the admin account you will be able to log in.
Good luck!

I am not sure what a boot fair is but i assume you don't have the installation disks. You have a couple options. One is you can try a number of sites that post a list of common passwords. many people create a password that is easy to remember such as "home" or "Admin" The world is probably full of computers who passwords are "1234567" or "abcdefgh"
Your other choice is to write to Compaq and explain your situation. They may provide you with the installation software for a fee. Or you could load it with a copy Redhat or other open source software.
Easiest is if you have a windows 2000 cd handy or know someone who has it. Boot up from it & use the recovery console.
delete the local user file SAM. in
\windows\system32\config, and reboot the computer
or you may try
Configure automatic administrator logon for Recovery Console
To set an automatic administrator logon for the Recovery Console, complete the following steps while you are logged on with administrative credentials:
1. Click Start, and then click Control Panel.
2. Click Switch to Classic View in the right pane, double-click Administrative Tools, and then double-click Local Security Policy.
3. Expand Security Settings, expand Local Policies, and then click Security Options.
4. Double-click the Recovery Console: Allow automatic administrative logon policy, and then set it to Enable.
The policy is effective immediately. Make sure that you reopen the Local Security Policy snap-in to make sure that the effective setting for the policy is "Enabled."
The next time that you start to Recovery Console, you are not prompted for a password.
After you complete this procedure, the SecurityLevel DWORD registry value data is set to 1 in the following registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Setup\RecoveryConsole
Or email someone at this company. For about $75 I think thye have software that will help. http://www.sunbelt-software.com/Products/

definite, in case you boot into secure mode, it shows the administrator log on. lots of situations, human beings wont positioned a password in this account so purely attempt hitting enter with out getting right into a password. If this works, flow into consumer debts and do away with or reset password. it extremely is assuming you're applying residing house windows XP.

The problem is in Windows, not the BIOS.
Assuming you got the CD with the PC, re-install Windows as a clean install.

You need to clarify more:
Windows is asking for a Password?
or
The PC right at Power On / Startup is asking for a password?
