In the world of Spider-Man those two are the Marvel comic equivallent of Batman and the Joker. They are the opposite sides of the same coin.

Spider-Man: Good home life with srong parental figures, poor, understanding of power.

Green Goblin: Absent father/ dead mother, rich beyond the dreams of avarice, abuse of borrowed power.

That's why the Green Goblin will never go away. The same reason that DC won't kill The Joker.

If you're talking some kind of biblical/spiritual sense, i'm pretty sure there is none.

The only thing I can think of is they represent the battle between good and evil. Evil never dies, but Good never gives up.
